The Sturm System lies in the Viridian Quadrant and is not controlled by any faction at the start of the game. The only base located here is Stille, one of the unique planets in the sector that has not been assigned a category.
Sturm means storm in German, whereas Stille means silence or calm. And indeed, when Sturm is occupied by Pirates, as it often is, and you finally manage to land your Tarsus on Stille in one piece, it may feel like reaching the calm eye of the storm, knowing you'll get attacked again as soon as you lift off.
