The Primeval 1 System lies in the Crimson Quadrant and is originally Confed controlled. However, due to its bad neighborhood, it gets occupied by Pirates often, even more so than Vortex Prime, because the Loye Naval Base is further away.
Be wary when coming here in your weak starting Tarsus: if Vortex Prime gets occupied in the meantime your way back to 'civilized' systems is cut off. If you do need to visit Primeval 2 passing Primeval 1 is usually still better than the alternatives.
