Planets are habitable by nature, they have oceans, vegetation and cities with a spaceport. Bases, on the other hand, are artificial structures to support life. Some are built on asteroids (often to mine the same), others float in free space. Both, however, can be landed on, to trade, to buy equipment or to get missions; for the player the distinction is purely cosmetical.
